UniFi WiFi 7 installation, 10G link qualification and commissioning — Software Club Cebu office, 530.62 sqm BPO fit-out. Structured cabling (Cat6 drops in conduit, patch panel, rack) is owner/fit-out-furnished and not in vendor scope (§2). This document is the complete scope: quote against it line-for-line so offers are directly comparable.
1 · Project & RFQ details
2 · Scope of work
Fixed-price. All work to PH electrical code and manufacturer instructions. Quantities below are the owner's measured baseline — verify at the site survey (§6) before pricing.
- Mount 7× Ubiquiti U7 Pro XGS access points On suspended-ceiling T-rail using manufacturer mounting kits, positioned per the plan (§3). 4 units new — owner-supplied under Option A or quoted by vendor under Option B (§4); 3 units owner-furnished (reused, on hand). Alignment and final positions confirmed with owner on site.
- Verify fit-out terminations Inspect all 8 fit-out-installed links (C1–C8): wire map, termination quality at both ends (patch panel + AP point), TIA-606-C labeling, and cable spec-sheet check for solid pure copper — flag any copper-clad aluminum (CCA) immediately. Punch-list every defect to the owner for rectification by the fit-out GC.
- Qualification-test 100% of links to 10GBASE-T Per-link 10GBASE-T qualification (IEEE 802.3an / TIA TSB-155) on every drop with a Fluke DSX series or equivalent calibrated tester — beyond a plain Cat6 certification pass. Deliverable: PDF reports + native test files (e.g. .flw), one record per link ID. Links failing 10G qualification are reported for re-pull in Cat6A through the existing conduit (quote the per-link re-pull unit rate, §4).
- Rack build-out using the provided rack In the fit-out-furnished rack: install and cable the PoE++ switch and UCG-Fiber; supply and install a 1 kVA line-interactive UPS (pure sine, AVR) and rack PDU + cable management (confirm at survey whether the provided rack already includes a PDU); perform a rack bonding check — 8 mm² conductor to the ground bar, installed if absent.
- Controller commissioning support Half-day on-site with the owner's team: APs adopted and provisioned on the owner's UniFi controller (UCG-Fiber, owner-furnished), all links patched and verified, joint validation walk against the acceptance criteria (§7). Deliverable: as-installed AP positions + rack layout (PDF).

3 · Cable schedule
Executed by the fit-out GC's cabler at these coordinates — included here so bidders verify and qualification-test against the same link IDs (C1–C8). Lengths measured on the digitized DRAFT-02 floor plan and include 2 m vertical drops + 5 m service loop per run. The interactive plan (AP positions, routing, live coverage model) is online at https://cebu.chauvat.com/plan.html — bidders should verify all lengths at the site survey.

4 · Quote format required
Quotes not itemized as below will be returned for restatement. Every quote must show:
- Itemization split three ways: hardware / labor / materials & consumables — line by line with quantities and unit prices.
- VAT (12%) shown separately — state totals both VAT-exclusive and VAT-inclusive.
- Validity ≥ 30 days from submission.
- Unit rate for re-pulling a link in Cat6A through the existing conduit (per drop — the contingency if a link fails 10G qualification), and a per-drop rate for additional new drops.
- Lead times for any supplied hardware — Ubiquiti stock is typically indent/import in PH; a contractual delivery date is required under Option B.
Option A — Labor + materials only
Owner supplies all Ubiquiti hardware (7× AP, switch, gateway, DAC). Vendor quotes: AP mounting (7×), verification of fit-out terminations, per-link 10GBASE-T qualification testing with reports, rack build-out in the provided rack (UPS + PDU supply/install, bonding check), commissioning support.
Option B — Turnkey electronics
Everything in Option A plus supply of: 4× U7 Pro XGS (new, sealed, PH-official distribution with warranty), 1× USW-Pro-XG-10-PoE (10× 10GbE PoE++), 1× SFP+ DAC (0.5–1 m), and AP mounting accessories. Owner still furnishes the UCG-Fiber and the 3 reused APs. Cabling remains fit-out-furnished under both options.
5 · Mandatory requirements
Non-negotiable. Confirm each point explicitly in the quote; missing confirmations disqualify the offer.
- Valid PCAB license (RA 4566) — state license number, category and classification in the quote.
- Installation and test plans signed by a licensed Electronics Engineer (ECE, RA 9292).
- Certificate of Insurance (COI) meeting the landlord PMO's requirement, submitted before mobilization.
- DOLE D.O. 13 construction safety compliance — designated safety officer, PPE, toolbox talks on site.
- Fixed lump-sum price set AFTER a free site survey and BEFORE PO — no survey fees, no post-PO extras except owner-approved change orders at the §4 unit rates.
- Payment terms 40 / 60 — 40% on mobilization, 60% on acceptance; the final tranche is released only when all acceptance criteria in §7 are met.
- 12-month workmanship warranty on all installation work (mounting, rack build-out, any re-pulled links) from acceptance date.
6 · Site survey
Free, mandatory, during the week of Mon Jul 6 — book a slot via the RFQ contact. The survey fixes AP positions, the provided rack's size and PDU inclusion, and the test scope against the §3 schedule; the quoted price is then firm. Bidders who do not survey may still quote against this document but carry the measurement risk themselves.
7 · Acceptance criteria
Final payment tranche is released against all of the following, verified jointly at handover:
- 10GBASE-T qualification report per link (plus Cat6 permanent-link results) — 100% of C1–C8 tested; passes delivered as PDF + native certifier files, failures documented with a Cat6A re-pull recommendation.
- Fit-out termination verification punch-list — labeling per TIA-606-C at both ends of every link plus the patch-panel schedule verified; defects and any CCA finding reported to the owner.
- As-installed documentation delivered (PDF) — final AP positions and rack layout.
- RSSI ≥ −65 dBm (5 GHz) at every desk, measured on the joint validation walk with all 7 APs live on the owner's controller.
- Rated-penetration check — fire-stop photo documentation is a fit-out GC deliverable (owner collects); the vendor flags any unsealed rated penetration observed during AP mounting (in particular the C4 conference partition, if rated).
- Rack bonding continuity (8 mm² to ground bar) demonstrated.

Office go-live is Sat Aug 15; the week of slack between acceptance and go-live is deliberate and not available for schedule recovery. The cable pull sits inside the fit-out GC's schedule — the vendor coordinates against it but does not pull. Bidders who cannot hold the Jul 27 – Aug 1 verification/testing/mounting window must say so in the quote.
9 · Submission
One PDF per bidder to the Software Club Cebu ops contact (covering e-mail), referencing RFQ-SWC-CEBU-2026-001, by 2026-07-11 17:00 PHT. Include: Option A and Option B pricing, the §5 confirmations, PCAB/ECE credentials, proposed crew size, and your earliest firm on-site start date. Clarification questions in writing by Jul 8; all answers are shared with all bidders. The owner may award to any bidder or none, and may split award between cabling and hardware supply.
